Can't Get Netmeeting Running On Internal PC To Dial Out

Hello:

I have a Windows 2000 Server running ISA Server. I have two internal
clients with static IP's, and a static IP on my external NIC,
connected to a cable modem. Everything works fine on my network, with
the exception of Netmeeting.

I have tried numerous solutions, including following the detailed
procedures at www.isaserver.org to open the external ports for
389,1720,1731, yadda yadda, and to set protocol rules, configure
H.323, set up the H.323 gatekeeper, and nothing I do will allow me to
call an external Netmeeting client from one of my internal clients.

I can call this external Netmeeting client *from the ISA server*, ie,
using the server's Netmeeting instance, but, when I try to call this
external Netmeeting client from one of my internal machines, it hangs
forever. As a troubleshooting technique, I tried to connect to the
other internal client with a Netmeeting session, and was able to do
so.

So, to recap, I can contact a peer machine with a Netmeeting session
(one is an XP box, the other a 98 machine), and the Windows 2000
server can contact external Netmeeting clients, but the *internal*
clients cannot contact *external* Netmeeting hosts through the server.

My question is, what is the minimum configuration to be able to make
internal client Netmeeting connections outside my internal network?

Firewall client settings?
Port settings?
Do I need H323 Gatekeeper running? If so, how do I configure it
properly?

The online tutorials are missing something, and I can't figure out
what it is.
