Can't get mandatory profile to work

I've spent many hours trying to get a mandatory profile to work on a
new Windows XP Professional SP2 computer, without success. This
computer is not networked, so I need the mandatory profile to be stored
on the local machine.

1. I create the target user "student1" and log in once so Windows knows
about the user, then log out.

2. I log in as "mandatory", and set up the mandatory profile the way I
want student1's to look.

3. I log in as admin, use ControlPanel/System to copy the mandatory
profile to c:\manprof\mandatory, and set it to allow student1 to use.

4. I change c:\manprof\mandatory\ntuser.dat to ntuser.man.

5. I set the Profile Path for student1 to c:\manprof\mandatory.

6. I use ControlPanel/System to delete the current student1 profile
from step 1 above, so a new profile will be created at next login.

7. I check the NTFS user rights to make sure student1 has rights to the
c:\manprof folder and the student1 subfolder.

That should be it, but when I log in as student1, I get errors about no
roaming or local profile, and then it loads a different profile, looks
like the default, called "TEMP".

What am I doing wrong?
