Can't get into safe mode in Vista

I have been trying to get into safe mode by pressing F8 at startup, but all I
get is "which order do you want to boot from? I choose my hard drive and then
hold the F8 key again and it just starts Vista in the normal mode.
What am I doing wrong?

You're pressing the F8 key too early and starting the boot selection process
for the computer, not for Vista.

The first menu is from the computer's BIOS. After that menu do not press and
hold F8 but keep pressing it repeatedly. Alternatively, if you can boot into
regular mode then you can set Vista to boot into safe mode. In the Start
Search box type msconfig and press the Enter key. Allow the UAC prompt.
Click on the Boot tab. Put a check mark beside Safe Boot.

Tap F8 about once per second like the tick of a clock when you see the
firmware screen with your computer manufacturer's logo.
