I can't get the insert button to activate

When i clic the insert tab, the buttons do not highlight and are pale. How
do you activate these buttons so I can insert a picture in the e-mail?

yes, it is.. I went to teh help screena nd followed the instructions.. Still
no workeee..

's Computer Specifications

Microsoft Outlook 2007 is all I can find. I installed it just a few months
ago as part of the Office package.
