when i go to security center or access it through control panel,it says "do
you want to start ics service" but then says it cant start service.i have
norton anti-virus running and avg free edition.i also have a wireles router
for another computer in house.operating system is windows xp sp2 ie.5.5

In the Control Panel > Administrative Tools > Services open the
Properties for the ICS service and check the Dependencies. Make sure
that all these services run as well.
