Can't format USB 2.0 WD Hard Drive as NTFS

I've gone to the Western Digital site to see why/how I can format their USB
2.0 drive under WinXP Pro as an NTFS partition and they claim it can be done
and give procedure on how to do it which I followed. However, I get to 99%
done on the format and get the following error message:

Logical Disk Manager
"The format did not complete successfully"

Tried this from Disk Management, from My Computer, nothing seems to be able
to format this drive, yet it appears to almost finish then chokes.

Any suggestions?
