Reset your default browser in Windows and reassign it as the default.

I have been having this problem with Outlook 2007 and Windows 7. The
solution that I have just found is to change the permissions for Outlook (and
perhaps the whole Office 12 folder) to full control for the User.

Google Groups copy of thread: http://preview.tinyurl.com/ybo2cgx

Tom got a solution over 2 months ago. Tom never identified his version of
Windows and Outlook. Doesn't look like you had the same problem as Tom.
Are you sure your problem was with the "This operation has been cancelled
due to restrictions in effect on this computer" error message when clicking
on a link inside an e-mail? For Tom's thread, it wasn't an issue with
Outlook. It was an issue with the URL handler (the web browser).

Hey all.
I had this same problem. I am using MS Office 2010Beta, Windows 7, and
IE8. Last night while setting up my Junk Mail Filter I found a check Box
labeled: " Disable Links and other functionality in phishing messages". When
I cleared this check box links started working.
You get to this check box by :
1) Right click on any email header.
2) Scroll down to Junk mail.
3) Left Click on Junk Mail Options.
4) Under the Options tab it should be the third square check box. Click it
to clear.

This was an annoying problem. I hope this helps.
5) Click "Apply" Then "OK"

So your solution is to enable links to unsafe or fraudulent (phish) sites.
Uh huh. That's a solution?

http://office.microsoft.com/en-us/ou...841931033.aspx

Better would be to leave this option enabled (to disable links in suspect
e-mails) and then click on the yellow infobar telling you about the disable
should you want to enable the links.
