This is started happening recently- when I go online I get the error message
"action cancelled, unable to link" and websites won't load in IE. Outlook
Express works fine. When I go to system tools and use the IE Repair tool and
restart it works after restart. Then when I shut it down it won't work the
next time. The repair won't "hold" and last thru multiple boots. Any
suggestion? I have win98. And no, I don't want to reinstall win98!!! (It's
not 2nd edition.)
I can't figure out what precipitated this either, haven't deleted any files
that I know of that would affect this... Thanks!

Try this Winsock fix:

http://downloads.subratam.org/WinsockFix.zip

Download, unzip, scan and reboot.

Test.
