Can't find "import" or "export" on Windows Contacts toolbar

Trying to import contacts from either a .csv file or from Outlook 2000. Not
having much luck here! Little help, please!

Windows Mail > File > Import > Windows Contacts, select CSV > Import and
browse to the file you exported.

If File is not showing, hit the Alt key.

your contacts is probably not set to CONTACTS.

right click in a blank section of the folder, select Properties and under Customize tab, select Contacts from the drop down list, ok/apply and exit.
you should then see the import/export options.
