"can't enter break mode at this time" message when adding a projectreference

I have seen many posts referring to the "can't enter break mode at
this time" message when code was adding or removing a reference to
another project or dll, but none had a viable solution. I did see a
suggestion by keepITcool to put the code adding or removing the
reference into another project. I had this problem and moved the code
to another project, referenced the project, called it's code, and had
success. NO Message.
