My parents have got a new USB memory card reader for their computer.
Unfortunately non admin users are unable to 'eject' the memory card.
It works fine for admin so I am guessing it is a permissions issue -
there is no security options in properties btw (as expected).

On trying to eject (as limited user) a dialog appears saying that the
volume is in use (it isn't). This does not appear when running as an
admin user.

Is there something I can change to allow limited users to eject the
memory card? e.g something in a management console?

Sounds like you're gonna hafta give 'em admin privileges, bub.

With XP Pro change the "Allowed to format and eject removable media"
Group Policy Setting, see here:
http://www.keynesis.com/library/tutorials/001/

If you have XP Home you will have to edit the registry, XP Home doesn't
have the Group Policy tool. Search for allocatedasd and you will find
the registry edit in question.

Thanks that worked perfectly.
As an asside I changed the memory card reader hardware properties
policy to allow quick removal as administrator but as limited user it
is not edittable and the policy is set to optimize for speed! Does
this mean that the administrator settings does not take precidence! If
this is true can one ever set the policy to 'quick removal' for
limited users? Is there another group policy setting or registry hack?

I'm not sure about that, the setting enables or disables write caching,
as far as I know that is a system wide setting, it's in the HKLM\System
branch so it shouldn't be user specific. You can do a search for
UserRemovalPolicy , maybe you will find something that applies. I'm
sorry I can't offer a more specific answer, maybe someone else knows
more about it.
