Can't edit rules or Out of Office... Outlook thinks it is offline

I am using Outlook 2003 and am connected to my Exchange server via a VPN.
I am online and connected to the server and am sending and receiving email
with no problems.

However, when I try to edit my rules or change my out of office message,
Outlook tells me I can't do that since I am offline.

I can go offline then back online again and get the same message.

Any Ideas?
