Can't Edit Group Policy...The Process Cannot Access the File Because it is Being Used by Another Process

Hi Folks;

I'm running Windows 2000 AdvSrvr (w/all updates) and recently installed WSUS
on another machine. I then went off to the Domain Controller and tried
editing some of the entries for Windows Update only to find that it won't
accept some of them.

When I hit OK or Apply I get an error message, "Administrative Templates:
The Process Cannot Access the File Because it is Being Used by Another
Process"

I am the LAN Admin and have every right in the book (that I know of ;-)

Can anyone help me solve this one?
