Can't Download Microsoft's "Security Component Upgrade"

Hello. I am trying to download the Microsoft "Security component upgrade"
from the following website:
http://drmlicense.one.microsoft.com/...en/indivit.asp
The "upgrade" button on the screen is faded out and I cannot select it. In
the bottom left of the screen indicates "Error on page". When I click this,
the error message shown is "parameter is invalid" Code: 0. Does anyone have
any ideas what to do?
