Can't disable WinXP SP2 Firewall! Help!

In the firewall control panel, both the enable and disable check boxes are
grayed out! There is a check in the on box, but I can't disable it! This is
nuts! Nowhere on the internet have a seen any evidence of this. Any
suggestions are welcome. I even looked at the registry. The EnableFirewall
value is set to 0, but not sure why the control panel is not allowing me to
do anything!

Can you confirm that you are logged on as a local administrator....

What does the banner section at the top of the dialog say? My suspicion is
that it says that settings are being controlled by group policy.
