Can't deleted: It is being used by another person or program

I downloaded DUMeter-Install.exe and the file didn't work. When I tried to
delete it, I got the error message Can't deleted: It is being used by another
person or program.

So I use filemon.exe to find out what is using the file and it turns out its
explorer.

How can I remove this file, if I close the explorer process I can't do
anything anymore.

Here's some results of filemon. Is this some kind of spyware?

Have you rebooted the computer?

If rebooting doesn't work, try renaming the file and then rebooting. Or you
could start a command-line window and then kill explorer. Or try booting into
safe mode.

Command-line and killing explorer worked great :-)
