Have you installed WebHancer? Ad-aware can get rid of it.
WebHancer is probably holding an open handle to the file, so the file isn't
being deleted. A quick & dirty answer to your question is: 1)rename the
file, 2)kill WebHancer (or whatever else is holding the handle), 3) delete
the file.
