Can't delete shared folder

Hi,I have a shared folder called Public on a Windows 2000 Server. I have
moved all folders and files out of this folder into other more organised
folders. I checked Computer Management and there were no open files in this
folder, obviously because there were no files in it. I then deleted the
folder but it warned me that 2 users were connected. Knowing that there were
no files in it, I opted to delete it anyway and disconnect the users. Then a
couple of hours later, 2 users complained that they could access other
folders on the same server, it just shows nothing in the folders. Logging in
as other users showed the same fault, so it appears to be the machine that is
connected, not the user. I recreated the Public shared folder and all came
right. Later I checked Computer Management and it showed no users connected
so I deleted the folder but the same fault came back. Every now and then the
PCs will connect to the folder even though there is nothing in the folder. I
now can't delete this folder as it stops the users from accessing other
shares on the server. Any ideas why? Is there a way to find out what is
accessing this folder and why? Thanks in advance

Multi-posting: You post the same item independently in
many newsgroup. Nobody can see anybody else's reply.
Every respondent re-invents the wheel.

Cross-posting: Several newsgroups are listed in the
address field, separated by semi-colons. Every respondent
can see everyone else's reply. Great for peer review and
fpr building up a solid set of answers. No duplication of effort.
