Can't Delete Rules

I have a user with some rules but the rules can't be deleted.

I got two error message and one is "The rules on this machine do not match
the rules on your exchange server" and ask "Which rules do you want to keep"
Client, Server, Cancel.
I can delete Client rules and also Server rules, but they are all back once
I restart Outlook.
The other error message is "one or more rules could not be uploaded to
Exchange server and have been deactivated."
Is there any way I can remove all of the rules?

Start-> Run-> outlook.exe /cleanrules
(note the space in the command)

Hello Robert,

Unfortunately, it doesn't work.
I run the command few times, but I still cannot delete the rules.
In addition, when I tried to enable Out of Office Assistant, I got "Your
AutoReply message could not be displayed. The client operation failed."
By the way, some how there are each rule has four identical rules on both
Server and also Client.
Is there something I can do further??

If you configure a mail profile for this mailbox on another machine, does it
work correctly then?
Make sure you disable the use of Roaming Profiles if that is configured in
your environment and when letting the user logon him-/herself

Hi,

It doesn't work well when I set up the user on a different computer and it
is still the same (cannot delete the rules).
Roaming Profiles is not setup, so it shouldn't be a problem.
