Can't delete messages from deleted items

About 35% of my users have lost the ability to delete items from the deleted
items folder. If I connect via OWA it works fine but they are not able to
using outlook on their desktop. If you right click the folder there is no
'empty deleted items folder'. If you try it via tools that doesn't work
either. I have recreated one users profile but the same thing happens. I
have run the repair wizards but again nothing. Any ideas would be greatly
appreciated...
