A message in my outbox can not be deleted or moved. Outlook is giving a
message that states the message has already begun transmitting even after I
turned off the send and receive function. For some reason the message is
showing it is 77 Megs which is ridiculous for 2 pictures. Any ideas?

Working offline does not enable me to delete the item either.
Any other ideas?

Try restarting Outlook after setting the Work Offline mode and then delete.

There are some other tricks to try listed here:

Thanks to Mary and David for the advice. I found the solution and wanted to
share:
I had to open Outlook in Safe Mode by holding the control button while
opening the program. Outlook had to be offline and then I was able to delete
the message from the outbox and then immediately deleted it from the deleted
folder.
Whew!!!
That took all day to fix.
