can't delete file

Is there any possibility to solve the following problem:
Cannot delete file. It is being used by another person or program. Close any
programs that might be using the file and try again.
I did but with no result. It is a big (>600 MB) avi file and I like to
delete it. I have PIII 1 GHz 256 MB with Windows XP pro. When I try using
the usual method to delete the file I find CPU usage about 100% that I can
change only by restart PC.

Try deleting the file in Safe Mode...

Try switching to list view from thumbnail view.
Sometimes this happens to me when windows tries to create the
thumbnail (even the thumbnail on the side that appears when the file
is selected) and I interrupt it.
Switch to list view and restart, it should work then. If not, try
deleting it using the button on the side that says "delete file".

Sorry, but I just like only the list view and use it every time. Your second
suggestion does not work either. Sorry.
