Can't create a rule using Outlook 2002 client in a TS session

We are running a windows 2000 SP4 terminal server running Outlook 2002.

No TS users can create any rules in the Outlook client. When they 'Finish'
creating the rule, an error message is displayed and the rule is
deactivated.

The error is as follows...

"One or more rules could not be uploaded to Exchange server and have been
deactivated. This could be because some of the parameters are not supported
or there is insufficient space to store all of your rules."

Is this a know issue on a terminal server? Is there a resolution?

Thanks,

Brad
