can't create personal data file

I got a new laptop. Outlook 2003 is installed. When I try to open outlook,
I get an error message about a personal file missing. When I close the error
message, outlook closes as well. I have tried going through the control
panel and creating a data file. The only file it will let me select is a
business manage. acct. I cannot create any new data files. I will not allow
me to add one. I'm stuck.
