"can't create the item" from mailto

When I click a link from a browser with a person's email address, i.e.
mailto, I get the message in outlook 2003 "can't create the item". I found an
kb article about ol2000, and that had me remove the frmcache.dat file and
then reopen outlook. but this had no effect. I have also tried a
reinstall/repair from the control panel.

Any other suggestions?

Is that the complete error message?

Yes that is the whole message. All i do is hit ok and it goes away doing
nothing.
