can't create http webservice in vs 2008

Hi, i want to create a http webservice in vs 2008, the environment is vista
with iis 7.0.
when creating i was told unable to create web site, following the
instruction, i installed the iis metabase and iis 6 configuration
compability, and relaunch the vs as administrator but still in vain.
can anyone give me some advises?
