can't copy public folders

We use Exchange on Win 2003 and use Outlook 2007. We want to move some
e-mails from one public folder to another public folder. When we try to copy
e-mails with large attachments, such as 20 mb or bigger, it won't copy. We
get the error, "Cannot copy the items. Cannot complete the copy operation.
The items may have been moved or deleted, or you may not have sufficient
permission." I have permission as part of the administrator group. We can
copy smaller e-mails ok. It doesn't work on our Excahange server either.
Does anyone have any suggestions?
