cant connect to the web

i'm having problem connecting to the internet with my
verizon DSL because an error keeps coming on
saying "Network connection is not available". another
problem is that when i install XP it deleted all my
previous personal files from 2000. how do i restore this
file and connect to the internet. i tried to add a new
connection mannually but it failed so please help me. you
