can't connect to server

When I tell FrontPage to connect to my site (I use IP ad) the message
"Connecting to Web server" comes on the screen and then the machine sits
there it does not time out. To stop it I have to bring up Task Manager and
end the program. When I do this Task Manager says the programis waiting for
a response from me. I am running XP sp2 with the firewall turned off
