That's the client - not the server.
The Remote Desktop Client can be used on most Windows XP systems and there
are even clients for *nix and Mac OS 9.x and X.
The client allows you to connect to systems that have the actual remote
desktop capabilities.
Windows XP Home is not one of these operating systems.
If you wish to remotely utilize your Windows XP Home Edition systems without
someone being there to accept your request/ask for assistance (Remote
Assistance) you will have to utilize one of the many third party products
out there.. UltraVNC and TightVNC come to mind.

Notice Windows XP Home Edition does *not* have Remote Desktop.
