My Windows Task Manager no longer displays the minimize and close buttons.
Once I open it using ctl-alt-del, there is no way to close it without
rebooting. How do I fix this? Thanks!

Double-click just inside the border, all will be revealed.

You're running in what's called "Small Footprint Mode." To change back
and forth from this mode to regular mode, just double-click on the
border.
