Can't close application with Alt+F4 or the X

I was wondering if anybody might happen to know what's going wrong here: When
a co-worker tries to close her program by clicking the X in the top right it
doesn't do anything, and Alt+F4 won't work either. There is no error message
just doesn't respond to either one of the actions above. Thanks!
