Can't click on link in email

Whenever I try to click a link in an email I get the following message in a
Microsoft Outlook box: This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system administrator.

This is a stand alone system. When I check other email accounts I am able
to click on links, but not this one. Any ideas?
