I am using XP SP2 - I first noticed a problem a couple of months ago when I
had checked email when I started up my computer then closed Outlook Express.
When I restarted it to check email, the program froze after selecting the
"send/receive" button. After that, my MSN Messenger began doing the same
thing - I could sign on after I started up the computer but if I closed the
program and opened it again later, it would not sign on. I realized today
that IE is behaving the same way - it will work after a reboot but if I close
it and re-open, it will not connect to the internet. I use Firefox without
that problem.

I don't remember installing any programs on my computer or changes that were
made around the time this started - there may have been a Windows Update or
something like that.

Can anyone give me an idea of where to start looking for the root of this
problem? Could it be a missing link in the registry?

I'd start with a complete malware/virus check, in safe mode.
If that doesn't solve it, then I would post in the outlook express
newsgroup.

Since this is happening in OE, MSN Messenger and IE, it's probably an XP
problem. Maybe if you run SFC.. Also try this:

Open Device Manager, open the properties on your ethernet card, or USB
ports if you use a USB modem, click the Power tab, and deselect "Allow
the computer to turn off this device to save power". If you use a phone
modem, it may have a Power tab; I'm not sure. But since you don't have
this problem with Firefox, you may need to re-register some IE-related
..dll's.

Open the run command and type these commands one-by-one, click [OK]:
regsvr32 urlmon.dll
regsvr32 mshtml.dll
regsvr32 oleaut32.dll
regsvr32 browseui.dll
regsvr32 jscript.dll
regsvr32 dssenh.dll
regsvr32 gpkcsp.dll
regsvr32 initpki.dll
regsvr32 actxprxy.dll
regsvr32 shdocvw.dll
regsvr32 softpub.dll

To run SFC: Click Start, Run, type SFC /SCANNOW, click OK. If any files
are damaged or missing, they'll be replaced. You may need to reboot
afterwards so damaged files will be replaced.

Next time, instead of rebooting, first open the run command and type
these commands one-by-one and click [OK]

ipconfig /flushdns
ipconfig /renew
