Can't change time zone on laptop

I just moved to California from the east coast. Both my girlfriend and I have
laptops, and when we try to change the time-zone, the only option is East
Coast (the picture of the "world" is also only the east coast sliver). I can
manually change the time, but it changes back once and a while (I would like
to keep the clock-synch function on). As the disk that came isn't really an
XP disk, but an image of the HD as sold, how can I fix this so I can adjust
time zones?
