I am messing around with Power Point and I picked a pre-designed template and
I am trying to change the background picture. When I do no matter what the
size it stretches it into a full page picture. I've even tried smaller
pictures and it does it with them too.

How can I change the size of a background picture on a pre-designed template?

When you make an image the background for a slide, it's for the entire
slide. I suppose you could edit the picture and put some white space (or
the color/gradient of your choice) around the picture so it fills the slide.

Right click on the background > save background
Set the background to colour of your choice and with the master slide insert
> picture from file
Resize to suit
