If it is one of the folders protected by Windows File Protection, the only
way you can change its r/w attribute is to add it to the exclusion list in
windows\system32\Restore\filelist.xml (or possibly remove it from the
inclusion list). There are separate sections for files and directories.
Note: filelist.xml is hidden, read-only.
