Can't change Message format option in Outlook 2007

For some reason, I can no longer change the default message format in Outlook
2007. When I go into the options | Mail Format screen, the "compose in this
message format:" is set to Plain Text and is greyed out (i.e., can't be
changed). This just started two weeks ago... I can create messages in
HTML/RTF but I have to explicitely do that via the New Message using command.
The effect is that any message I create from outside of outlook is default
plain text and I want HTML.

I've "repaired" office several times with no luck. If I run Outlook Express,
it can be set to default to HTML.

Suggestions?

Office XP- OUTLOOK: Format toolbar is inactive. Cannot select font, color, underline, italic, etc. This occurs in new message, forward message amd reply message.
