Can't change default file view options

I've installed Win2K Advanced Server to get more familiar with it. One
thing I noticed is that when I go to Tools->Folder Options->File Types, the
"Change" button (for changing the program which opens a type of file) is
disabled. Why is this? Does it have something to do with being set up as a
Terminal Server (and by the way, where's a good overview of Terminal Server
features)? Is there a way to get around this problem?
