Can't browse in normal mode

In Normal Mode, none of the browsers (IE8, Firefox 3, Google Chrome) can
display a web page. However, in Command Prompt, I can ping websites either
using the name or the IP address. Also, I believe MS automatic updates can be
downloaded.
However, in Safe Mode with Networking the 3 browsers have no problem
displaying web pages.

OS: Windows XP SP3

The problem could be caused by an Internet security program or
parental control program that only runs in normal mode.

Windows FIrewall is turned off. No other firewall on PC.
Have removed all AV programs except Windows Defender and MSRT

PS, is there any reason I need IE7 Security Updates on pc that has IE8?
