Can't bring up Task manager

Hi people. I'm having trouble every now and then bringing up the Task
Manager window as nothing happens after pressing the Ctrl-Alt-Del or
the Shift-Del keys.
How do I resolve this? At times when the system gets too busy (i.e.
100% CPU usage), I need to shut down that process I can't cos task
manager won't come up. The svchost.exe is driving me crazy anyway.

For Windows XP Professional:

1. Click Start - Run - type GPEDIT.MSC and press enter
2. Expand To:
User Configuration
Administrative Templates
System
Ctrl+Alt+Del Option
3. Look in the right side pane. Set all 4 options in the right side pane to
"Disable" if they are already configured to "Not Configured" or "Enable"

If that doesn't help or you have Windows XP Home Edition:

1. Click Start - Run - type REGEDIT and press enter
2. Expand To:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System.

In the right-side pane, check if the value exists like:

DisbaleChangePassword
DisbaleLockWorkstation
DisableTaskMgr

Delete all those entries.

Check if you can open Task Manager now or Restart your computer once.

Meanwhile check the following link and see if this helps you:

Before you embark on RajKohli's solution, do some simpler
troubleshooting first. It probably isn't an issue with Task Manager
itself (although of course we can't rule that out). Since you mention
that you're having 100% CPU usage, you should determine what process is
using svchost to take that. Process Explorer (free) is the best tool for
that.

Once you've figured out which process is running away with things, you
can proceed to the next step of focused troubleshooting. Post back with
that information if you need more help.

Because the CPU is running at 100%, is probably why task manager won't open.
You have to address the underlying problem with svchost.exe. There have
been many posts about this lately. Just search the newsgroup for them. Use
Google Groups Advanced Search, in microsoft.public.windowsxp.general.
