can't boot from HDD Win XP error: drive locked

HP Pavilion 5170 2.0 GHz. Will not boot. Error #XXX,
operating system not found. When running fdisk on C:
partition a message flashes below fdisk menu "drive not
accessible". When trying to format Error "drive locked"
appears. thankx
