Can't boot to cd

Working on friends PC
Dell Dimension 3000
Windows XP

The problem is when it boots up it lets me select the user account
Then it starts to start then says logging off.
I want to do a clean install.

I went into setup/boot setup
I made
#1 IDE CD ROM
#2 Hard Disk C

But when i start it won't go to the CD
It just tries to start normally.
How can i get it to boot to the CD ?

Exactly what CD are you using?

Have you tested the CD drive to be sure it reads?

CD drive fine
It"s a Win XP disk
I tried to clean it,but it don"t work
How can i get clean & working.

A legitimate Windows install disk is bootable in a working optical
drive. If you're not able to boot, then something other than the disk or
the drive is causing the problem.
