Can't boot from cd-rom

I have tried everything that I can think of to get the puter to boot from
the cd with no luck. I have updated the bios, made every possible
combination in the boot order chosen in setup such as..........cd-rom first
boot, second boot disabled, third boot disabled...... or first boot floppy,
second boot cd-rom, third boot hard drive, etc... I have tried removing my
second cd drive and set up one drive as a master drive. I have tried
another cd drive in case the original was defective. No matter what I do it
won't boot from the xp cd (it always did in the past). Even with the hard
drive boot disabled in the setup it will start up in windows. When I see
the boot to cd at the bottom of screen during startup I hit the enter key or
have tried not using the enter key ... no matter what it will do the usual
startup into windows and bypass the cd boot choice. What do I need to do to
get the cd boot?

USB keyboard? If so, look for a setting in BIOS that enables USB, or temporarily plug in a PS2 keyboard.

Please describe the CD you are trying use to boot? Is it an original
Windows XP CD or something else?

May we worth checking that you have covered all the points

It is a ps2 keyboard

This is why I am having trouble trying to figure out how to boot with the
cd. All bios setups are done properly as listed in
http://www.computerhope.com/issues/ch000217.htm#02 . I am using an original
xp pro cd. I have tried the cd on another computer and it boots just fine.

Why do you need to boot from a CD? More information please?

Disconnect all hardware except keyboard, mouse and monitor and try to
boot, without using the CD. What happens?

In most instances an upgrade XP CD (if that is your CD) will not perform CD
boot.

Absolute and total RUBBISH!
An upgrade disk boots the same as any other disk.

That's not true. An XP upgrade CD is bootable.
