Can't block specific site

Have tried under Internet Options, Content to block
specific site (http://66.230.134.150/dcp/sye) and it did
not work. Do I need to re-start PC for this to work? Any
advice?

What are you trying to do and why?

If did you block the site with the content advisor?

If you are trying to block the site from spamming you then under
Tools/Internet Options/
Select restricted site.

If you know the name of the URL then you can use a HOSTS file also.
An example at:
