can't backup

Outlook 2007. I cannot copy outlook.ost or archive.pst for backup
purposes whether Outlook is open or closed. I have even tried on a
fresh reboot.

Error Message:
"Cannot copy outlook: The process cannot access the file because
another process has locked a portion of the file."

Is the outlook.exe process running? Then Outlook is not closed and the files
are locked.
Probably you have some software installed that relies on Outlook such as a
Fax service or you have a mobile device connected to your computer.

Or a third party desktop search tool, eg Copernic

You'll need to ask it to stop indexing, then close it (from systray).
