I can't back up Outlook 2003 in Vista - no Backup Tool.

Vista won't allow Verification of Outlook 2003 - therefore I can't download
the Personal Folders Backup Tool. I cannot backup Outlook, nor make a CD to
transfer to another computer.

Sure you can; you don't need the tool for that. See;

As for the validation issue you should contact Microsoft Support directly.

Vista doesn't appear to create any .pst files. There is no folder
C:\Documents and Settings\%username%\Local Settings\Application
Data\Microsoft\Outlook\ that I can find in Vista. The only .pst files are
those on an external hard drive from a previous XP computer and dated
previous to the use of this Vista machine. I'm going to re-install Outlook
2003 and see if this helps. Otherwise Vista doesn't seem to treat Outlook at
all as XP did.

The location of the user profile has changed in Vista and thus also the
location of the pst-files;
C:\Users\%username%\AppData\Local\Microsoft\Outlook

Of course Outlook creates PST file on Vista. Nothing has changed except the
location of all of Outlook's files. All well documented in Vista's KB
articles. Do some reading about your new OS.

This begs a question that is actually a Windows question, but does the
%UserProfile% environment variable still exist in Vista and point to
C:\Users\username now?

Yes, it opens the root of your profile folder so the direct subfolders are;
-AppData
-Contacts
-Desktop
-Documents
-Downloads
-Etc...

I had the same problem, but in my case the pst files were stored in a folder
called "Windows-old". The problem is that I have the student version and
Outlook is not available anymore. Any suggestion?

I'm unsure of your question, but if it's about backing up without using the
PFBackup tool, then the method is simplicity itself. Just copy the PST with
Windows Explorer.
