Can't authenticate to remote server

I have two computers, \\server and \\workstation. Both
have XP Pro, IIS 5.1, and, FP02. Let's say the URL of
\\server is website.com.

On \\server, launch FP and open localhost. I then click
on Tools\Server\Permissions...\Users, and Add...
\\server\administrator to allow administstration of the
website.

From \\workstation, I open up IE and browse
http://website.com. I then click on Edit with Microsoft
FrontPage.
FrontPage comes up with an authentication dialog:
Connection to website.com
User name:
Password:

My problem is that none of the usernames that I use work.
I've tried administrator, (E-Mail Removed),
server\administrator, website.com/administrator.

So, my questions are, how do I setup a user account on my
webserver that will allow me to author its website from a
remote computer? And, exactly what username do I use in
FP on the remote computer to be able to author the
website on the remote computer?
