Can't assign task outside of network

I've assigned tasks to people inside my network (company) in the past with no
problems.
I've recently tried to assign tasks to someone outside of my network and it
isn't working. The task is received on the other end as a message, not a
task...and so, it does not have the "accept" or "decline" options, and is not
tracked with status reports and notification when complete.
How do I assign a task to someone outside of my network?
(we are both using OL 2003)

Make sure you're sending a RIch Text message. Does it work then?

I have the same problem and tried converting the e-mail to Rich text and HTML
on the computer my coworker uses. But still, when he sends me a task, it
shows up as plain text message, with the original task e-mail embeded into
another e-mail. When I open up the attached message, it is just a plain text
e-mail. I can send tasks to him and everything is fine, but I cannot get an
active task from him.
