Can't assign Categories to .htm files (FP 2003)

I am not able to assign Categories to .htm files in my site. The File
Properties window and Workgroup tab seem to work OK and I can assign a
property and it appears in the box, but when I close and reopen this window,
the property is gone.
I can assign Categories to other types of files (.xls, .doc).
I am using a FP Extensions-enabled server and things like Hit Counters work
fine.
Am I doing something dumB, or is there a bug in FP?

Thanks for taking the time to respond.

I tried many combinations on the Authoring Tab without success.

I now have "Browsers" set to "Internet Explorer Only"; "Browser Versions"
set to "5.0/6.0 and later"; and "Schema Version" set to "Internet Explorer
5.0".

I still can't get a Category to "stick" to a .htm file. When I close the
file "Properties" window and re-open it, the Category disappears from the
window.
